Bureau of Indian Standard (BIS) is a National Standard body which provides mandatory BIS Licence to the foreign companies under Foreign Manufacturer Certification Scheme (FMCS).  

FMCS or Foreign Manufacturer Certification Scheme certifies foreign manufacturers under Scheme-I of Schedule-II which enables them to use standard ISI Mark on their products to be sold in the Indian market. The Foreign Manufacturer Certification Department certifies these foreign companies to ensure the consumer’s safety, reliability and good quality products available in the market. To get BIS Licence, these foreign manufacturers must appoint an Authorized Indian Representative (AIR) who will be answerable to the BIS when required during the BIS Certification process. 

Documents Required for FMCS  

The list of various documents required in the FMCS can be accessed through the BIS official website. Here is a list of mandatory documents required in the BIS FMCS.  

  • Company Registration Documents 

  • Manufacturing Process Flow Chart 

  • Adequate Testing Facilities 

  • Quality Control Parameters and their records. 

BIS Certification Process for Foreign Manufacturers 

  • Fill the online application form available on bis official website and submit the required documents for verification. 

  • If all the documents are as per requirements, BIS allots an acknowledgement number.   

  • BIS appoints an auditor for manufacturing unit & in-house testing facilities audit. 

  • After successful audit the auditor seals the product sample and sends it to a BIS recognized laboratory. 

  • Product samples will be tested as per required Indian Standard. Sample testing records will be sent to the Foreign Manufacturer Certification Department (FMCD). 

  • If all the documents and testing reports are as per the Indian Standard requirements, BIS initiates the licencing process.

FMCS Timeline 

The time taken to grant the BIS licence for the foreign manufacturers is 6 months from the date of application form filling. The timeline could exceed in case of any delay in application form in response to the raised queries, delay in testing reports and other circumstances.  

Conclusion 

Foreign Manufacturers also require the mandatory BIS licence to export their products in the Indian market. To use the standard ISI Mark on their products, these foreign manufacturers require an Authorized Indian Representative (AIR) to fulfill all the liabilities and obligations from the BIS authority.
