Hallmarking is the process to evaluate the purity of precious metal artifacts/articles like gold and silver jewellery. This is done to protect the consumer from adulteration and enforce the jewellers and artifacts manufacturers to maintain the purity of the metals. The Bureau of Indian Standard (BIS) is the national regulatory body responsible for maintaining the quality standard and providing licence to the manufacturers after a complete assessment of their products. To facilitate the BIS Hallmarking to jewellers and artifacts manufacturers, BIS has certified various Assaying and Hallmarking Centers (AHCs) across the country. These jewellers can consult any of the assaying and hallmarking centers to get their jewellery hallmarked. At present, there are 945 AHCs available in India monitored by the BIS. After successful completion of the hallmarking process, these jewellers get the hallmark stamp which they can label on their jewelleries for consumers’ satisfaction with its purity.

In India, the hallmarking of gold is categorized under three grades of purity i.e, 22 Carat, 18 Carat, and 14 Carat. The price of the jewellery depends on its purity grade. On June 14, 2018, the government notified that there will be two categories for hallmarking - one is for gold artifacts or gold jewelleries and another is for silver artifacts or silver jewelleries. However, the jewellers with an annual turnover of 40 lakh Rs or more are considered in the mandatory hallmarking scheme. The revised date of implementation of mandatory hallmarking was from 1 June 2021 after an extension due to Covid 19 pandemic. 

Parts of BIS Hallmarking

In the old method of hallmarking, there were five marks used to indicate the purity or fitness of the article. These five marks were 1. Standard ISI Mark  2. Purity Grade  3. Hallmarking Center’s Mark  4. Year of Marking and  5. Jeweller’s Mark

In the new method of hallmarking, there are three marks marked on the articles. The articles in the new hallmarking method are marked with BIS Standard Mark, Purity Mark, and a unique identification number.

Process of Gold Hallmarking

In the process of gold hallmarking, a random sample is taken out from the samples provided by the jewellers. Initially, the outer surface of the sample is tested by the hallmarking center and then an assay test is carried out to evaluate the purity and fitness value of the items. Once the testing is done and the sample reports are as per required quality standards, then in the final step the items are hallmarked utilizing laser, press, or hand marking. 

In recent years, BIS has significantly increased the number of Assaying and Hallmarking Centers to facilitate the jewellers with the mandatory hallmarks. BIS has also reduced the licencing fee in the rural parts of India to promote the hallmarking process. AHCs equipment setup cost has also been reduced to increase the number of AHCs in rural areas.

Now it is clear that if you are a gold or silver jewellery manufacturer then you require a hallmark certificate to make your product available in the Indian market. Manufacturing and selling of jewellery without hallmarks will be a criminal offense and could result in imprisonment and a huge fine along with licence cancellation.
