WPC stands for Wireless Planning and Coordination. It is a wing of the Ministry of Communications, a National Radio regulatory body founded in 1952, responsible for licencing and frequency spectrum management required by public and private wireless users in the country. It issues the licence to the users to set up, maintain and operate wireless stations. WPC licence is mandatory for IT and Electronic products that work on wireless technology on unlicensed frequency bands. WPC approval certificate is generally known as WPC ETA Certificate which is Wireless Planning and Coordination Equipment Type Approval Certificate. A foreign manufacturer can also obtain the ETA through an authorized Indian business organization or an importer.

The Ministry of Communication and Information Technology regulates the WPC Wing and is operated by Saral Sanchar Online Portal. All the IT and Electronic devices manufacturers, traders, and importers must fulfil the regulatory requirements of the WPC Licence for uninterrupted selling of these products in the Indian market. The products like Bluetooth, Wi-Fi, Radios, Radio Frequency Identification (RFID) that work on wireless or Radio frequencies require an Equipment Type Approval Certificate (ETA Certificate) from WPC India.

Basic Requirements for WPC ETA and Import Licence

  • Foreign manufacturers looking to obtain WPC Licence should appoint an Authorized Indian Representative (AIR) responsible for providing all the necessary information, responses and actions at the time of certification.

  • All Domestic Manufacturers must obtain the WPC ETA for their products through a normal process without appointing any AIR.

What is RF (Radio Frequency) Testing Report? How to obtain an RF Testing Report?

RF Testing is the method to check the Radio Transmissions frequency to ensure that radio frequencies are not interfering with each other in the free space. Compliances with frequency standards are required in broadcasting radio frequencies, WI-FI, Digital Radio, GPS and Cellular devices. An RF Test Report or Radio Frequency Test Report is required to obtain WPC ETA Certificate from a foreign laboratory accredited by ILAC or NABL accredited Indian laboratory. The manufacturers or importers looking for a WPC licence can submit the RF Testing Report from an ILAC/NABL recognized lab to the WPC authority to be eligible for importing or selling their products in India. 

Process to Get WPC ETA Certificate

  • ETA Certification starts by checking the RF Testing report and EN Standard. A self-declaration certificate is issued if the product uses frequencies that fall under DE Licence. 

  • Login credentials can be obtained by registering through Saral Sanchar Online Portal.

  • All the required documents can be submitted to the WPC authority through online and offline modes. The government fee will be submitted online.

  • If all the provided documents and reports are as per requirements, WPC initiates the licencing process.
