BIS Certification for Footwear

Bureau of Indian Standard is a National Standard body responsible for maintaining the quality of products available in the Indian market. To do so, BIS provides licences to the manufacturers after auditing the manufacturing unit and product sample testing from a BIS recognized laboratory. Hence we can say that BIS ensures the safety and reliability of the products, promoting import and export, minimizing the health hazards for consumers, and hence helping to improve the national economy.

The guidelines regarding BIS Certification for Footwear are available on the BIS website for footwear manufacturers’ convenience. 27 footwear items have been brought under mandatory BIS certification with effect from July 1, 2021, as per DPIIT's Quality Control Orders on Footwear Products.

Process of BIS Certification for Footwear 

Three QCOs have been issued, one for leather and other materials, one for PPE footwear and one for rubber/polymeric material. 

  • The first step is to determine your product's, Indian Standard. After you've identified the Indian Standard, create a BIS account and download the Indian Standard from the BIS website.

  • Read the Indian Standard and make sure your product complies with its specifications, as well as that your unit has the necessary manufacturing and testing resources. Follow the system's on-screen instructions to upload details regarding raw materials, manufacturing process and machinery, factory location, testing people, plant layout, and so on during the application process.

  • If your Product Manual and Testing is unavailable, please notify your local branch office and submit your proposal for allowing subcontracting with justification. Also, let them know which BIS-approved lab you want to subcontract these tests to.

  • You will be given an application number after your application has been registered. If BIS has raised any questions, answer as soon as possible and address all of them.

  • Once BIS has offered a factory inspection date, confirm it as soon as possible, otherwise, your application may be processed for rejection.

  • If the BIS officer is happy with the factory inspection and sample testing in the factory, he or she will seal product samples in accordance with the product manual's sampling/grouping guidelines.

  • BIS will handle the application for licence issuance if and when conforming/passing test reports are received, and there is no action outstanding from the inspection visit.

  • BIS will ask you to submit the required money once the decision to issue the licence has been made. Your licence number will be generated and sent to you once payment has been received.
